Information about Orunudoi 3.0 

  • The Orunodoi Scheme is a flagship welfare scheme of the Government of Assam.
  • The scheme was officially launched on 2nd October 2020.
  • It is implemented and fully funded by the Department of Finance, Government of Assam.
  • The primary objective of the scheme is economic empowerment of women by providing monthly financial assistance.
  • The Government of Assam considers women as the backbone of households, responsible for managing family welfare.
  • According to the government’s approach, empowering women leads to the overall empowerment of families.
  • In the initial phase, beneficiaries received ₹830 per month under the Orunodoi Scheme.
  • This assistance was meant to support essential household needs such as medicines, pulses, sugar, fruits, and vegetables.
  • In the year 2022, the monthly assistance was increased to ₹1,000.
  • Subsequently, the amount was further enhanced to ₹1,250 per month.
  • The Government of Assam has announced a long-term plan to increase the assistance to ₹3,000 per month in a phased manner.
  • It is estimated that more than 37.2 lakh economically weaker families will benefit from this scheme.
  • So far, over 27 lakh families have received ₹1,250 per month through Direct Benefit Transfer (DBT).
  • From September 2024, the government has planned to include an additional 20 lakh beneficiaries under Orunodoi Scheme 3.0.

  • Chief Minister Shri Himanta Biswa Sarma launched Orunodoi Scheme 3.0 and disbursed over ₹410 crore to more than 38 lakh women beneficiaries.

Orunudoi 3.0  Benefits

The Government of Assam provides the following benefits to all eligible beneficiaries under the Orunodoi Scheme:

  • Eligible beneficiaries receive monthly financial assistance under the scheme.
  • An amount of ₹1,250 per month is transferred directly to the beneficiary’s bank account.

Eligible Beneficiaries of Orunudoi 3.0 

The following categories of women beneficiaries are eligible to receive ₹1,250 per month under the Orunodoi Scheme:

  • Married women
  • Widowed women
  • Unmarried women aged 45 years and above
  • Divorced women
  • Deserted women
  • Transgender persons
  • Persons with disabilities (Divyangjan), irrespective of gender
  • Elderly or infirm women
  • Women-headed families with a disabled or elderly earning member
  • Women suffering from any of the following specified diseases:
    • HIV
    • Thalassemia
    • Haemophilia
    • Cerebral Palsy
    • Leprosy
    • Autism
  • Destitute women
  • Women without shelter or those living on alms
  • Women beneficiaries of Antyodaya Anna Yojana (AAY)

Eligibility Requirements of Orunudoi 3.0 

The Government of Assam provides financial assistance of ₹1,250 per month under the Orunodoi Scheme only to those women beneficiaries who fulfill the following eligibility criteria:

  • The woman beneficiary must be a permanent or current resident of Assam.
  • The beneficiary must possess a valid Ration Card seeded with Aadhaar.
  • The minimum age of the woman beneficiary should be 18 years.
  • In the case of unmarried women, the minimum age should be 45 years.
  • The annual family income of the beneficiary should be less than ₹2 lakh.
  • The family must have at least one female member.
  • The bank account must be in the name of the woman applicant for Direct Benefit Transfer (DBT).

Orunudoi 3.0 Ineligibility Criteria

The following individuals and families are not eligible to receive monthly financial assistance of ₹1,250 under the Orunodoi Scheme:

  • Families with no female member.
  • Families having current or former Members of Parliament (MPs) or Members of Legislative Assembly (MLAs).
  • Families with members currently holding positions in Panchayati Raj Institutions (PRIs), Urban Local Bodies (ULBs), or Town Committees.
  • Families with any serving or retired officers/employees of:
    • Central Government ministries, offices, and departments
    • State Government ministries, offices, and departments
    • Central and State Public Sector Enterprises (PSEs)
    • Central and State attached offices
    • Government-controlled autonomous institutions
    • Local bodies
    • Public Sector Undertakings (PSUs)
  • Families with members working as Anganwadi Workers, ASHA Workers, Mid-Day Meal Workers, ASHA Supervisors, or Gaon Pradhan.
  • Families having any of the following professionals:
    • Doctors
    • Chartered Accountants
    • Engineers
    • Architects
    • Bankers
    • Teachers
    • Registered Government Contractors
    • Lawyers
  • Income Tax–paying businessmen, industrialists, real estate builders, and shopkeepers.
  • Farmers owning more than 15 bighas of agricultural land.
  • Families owning a motorized four-wheeler.

Priority Households of Orunudoi 3.0 

Preference under the Orunodoi Scheme is given to families belonging to the following categories:

  • Households with widowed women.
  • Households with divorced women.
  • Households with unmarried women.
  • Households with separated women.
  • Families having at least one specially-abled (Divyangjan) member.
  • Economically weaker families are given priority, irrespective of whether they are covered under the National Food Security Act (NFSA) or not.

Required Documents for Orunudoi 3.0 

The following documents are required to be submitted along with the Orunodoi Scheme Application Form:

  • Domicile certificate of Assam
  • Income certificate
  • Aadhaar card
  • Ration card
  • Antyodaya Anna Yojana (AAY) card (if applicable)
  • BPL card (if applicable)
  • Bank account details (passbook or account statement)
  • Caste certificate (if applicable)
  • Disability certificate (if applicable)

Steps to Apply Orunudoi 3.0 

  • Eligible women beneficiaries can apply for monthly financial assistance under the Orunodoi Scheme by filling out the Orunodoi Scheme Application Form .
  • The application form can be collected free of cost from any of the following offices:
    • Gram Panchayat Office
    • Village Council Development Committee (VCDC)
    • Urban Local Body (ULB)
    • Deputy Commissioner (DC) Office
  • No fee is charged for obtaining or submitting the Orunodoi Scheme Application Form.
  • The beneficiary must fill in the following details in the application form:

      • Locality (Town/Village)
      • Full name of beneficiary

      • Age

  • The duly filled application form must be submitted at the same office from where it was collected.
  • After submission, an acknowledgement slip will be issued by the Gram Panchayat or Urban Local Body office.
  • Following preliminary verification, a list of selected women beneficiaries will be prepared.
  • Financial assistance of ₹1,250 per month is credited to the beneficiary’s bank account on the 10th of every month.
  • The official Orunodoi Scheme portal is currently not functional.
  • Online application for the Orunodoi Scheme is not available.
  • As the process is offline, there is no online facility to check the application status.
